The establishment of the GCC was announced on 4 February 1981 at a meeting of foreign ministers of its member states in Riyadh.

The official name of the Cooperation Council, Majlis at-Taawun Lee duv wal al-Khalij al-Arabiya, does not contain an “ethnic” definition of the Gulf, not classifying it as “Arab” (which is typical of the Arab world).

The Declaration noted: “Recognizing the special nature of the United States of the United Arab Emirates, the State of Bahrain, the Kingdom of Saudi Arabia, the Sultanate of Oman, the State of Kuwait and the State of Kuwait, the similarity of political regimes and the unity of cultural and civilizational heritage, seeking to deepen and develop cooperation and multifaceted coordination of actions for the good, development and stability of peoples’ lives, the foreign ministers of the six states held talks on the creation of the organization. , the result of which was the formation of the Gulf Cooperation Council.”

On 25 May 1981, the creation of the GCC was officially confirmed by the six heads of state at the organization’s I Summit in Abu Dhabi. The statement they adopted said: “Their Majesties and Majesties have reached an agreement to establish a Cooperation Council comprising the six States they represent. The Council reaffirms the free choice of peoples of cooperation in a changing economic and political modernity for the benefit of law, justice, peace, and freedom.” The Abu Dhabi-approved Basic Charter of the GCC set out the objectives of the Cooperation Council and its organizational structure: the establishment of a governing body consisting of heads of state, which constitutes the Supreme Council, and the Ministerial Council of the Participating Ministers, which is in place between its sessions. The working body of the association is the General Secretariat, headed by a three-year appointed High Council Secretary-General, a citizen of one of the Council’s States.

The emergence of the Cooperation Council was the result of internal, regional, and international processes from the 1970s to the early 1980s, which predetermined not only the development of integration in the region but also the position of the GCC States on certain aspects of regional security.

At the end of 1968, Great Britain, declaring a course to eliminate the military presence “east of Suez”, withdrew its armed forces from the Persian Gulf. The formation of the space of the future of the GCC was completed in 1971 when political independence was gained by Qatar and Bahrain, as well as the seven principalities of “Treaty Oman” that created in the same year (emirate Ras al-Heima joined the process in 1972).
