The pattern of local self-governance already functioning in the states of Madras and Hyderabad was conceived under various enactments such as the Madras District Boards Act, 1920, the Madras Gram Panchayats Act, 1950, and Hyderabad, before the establishment of the present Andhra Pradesh in 1953, under various enactments such as the Madras District Boards Act, 1920, the Madras Gram Panchayats Act, 1950, and Hyderabad, etc. In 1953, the state had three forms of rural local self-government institutions: District Boards, Taluk Boards, and Gram Panchayats.

Up until 1959, Andhra Pradesh was ruled by Panchayati Raj. The Panchayati Raj system was developed in the state as a result of the study team’s research, which was led by Balwant Rai Ji Mehta. According to the Balwant Rai Ji Mehta Committee’s report, the state followed a three-tier Panchayati raj system, with gramme panchayats at the bottom, panchayat Samiti in the center, and Zilla panchayats at the top. For e.g., by the end of 1959, the Andhra Pradesh Panchayat Samiti and Zilla Parishad Act had been passed, and these legislative, elected institutions had been formed in all of the states.

They work at the tahsil level (taluka), managing the villages that make up tahsil, grouped as building blocks. Gram Panchayat (Village Council) and Zilla Parishad are connected by Panchayat Samiti (Regional Board). Mandal Paridad in Andhra Pradesh, Taluka Panchayat in Gujarat, and Mandal Panchayat in Karnataka are different names for the same thing.
